First of all, let's talk a little bit about the name of Belial. His name is mentioned 27 times in The Old Testament and later became personified as the Devil. The term Belial (Beli- yaal) is a Hebrew adjective meaning "worthless". The etymology of the word is traditionally understood as "lacking worth" from common words: Belli-without and ya-al - value. Some scholars translate it from Hebrew as "worthless" (Beli yo'il) while others translate it as "yokeless" (Beli ol), "may have no rising" (Belial) or "never to rise" (Beli ya'al). Only a few etymologists have assumed it to be an invented name from the start.

In the Hebrew text, the phrase is "son's of Belial" or simply "son's of worthlessness". Phrases beginning with "son of" are common in Semitic idioms, such as "sons of destruction" and "sons of lawlessness.

Goetia of S. L. MacGregor Mathers (1904) says about Belial: "The Sixty-eighth Spirit is Belial. He is a Mighty and a Powerful King and was created next after LUCIFER. He appeareth in the Form of Two Beautiful Angels sitting in a Chariot of Fire. He speaketh with a Comely Voice, and declareth that he fell first from among the worthier sort, that was before Michael, and other Heavenly Angels. His Office is to distribute Presentations and Senatorships, etc.; and to cause favor of Friends and of Foes. He giveth excellent Familiars and governeth 50 Legions of Spirits. Note well that this King Belial must have Offerings, Sacrifices and Gifts presented unto him by the Exorcist, or else he will not give True Answers unto his Demands. But then he tarrieth not one hour in the Truth unless he is constrained by Divine Power. And his Seal is this, which is to be worn as aforesaid, etc."

Name Beliar is appearing in The Dead Sea Scrolls discovered in 1948. In the War of The Sons of Light and Sons of Darkness, one of The Dead Sea Scrolls texts, Belial is the leader of the Son's of The Darkness. "You made Belial for the pit, angel of enmity; in darkness is his domain, his counsel is to bring about about wickedness and guilt. All the spirits of his lot are angels of destruction, they walk in the laws of darkness; towards it goes their only desire." In The Dead Sea Scrolls, Belial is further contrasted with God. These are the angels of light and angel of darkness, the manual identifies the angel of light as God himself. The angel of darkness is identified as Belial.

Also in the Dead Sea Scrolls is a dream of Amram the father of Moses who finds two watchers contesting over him, one is Belial who is described as The King of Evil and Prince of Darkness.

Belial is also mentioned in the fragments of a Zadokite Work, which is also known as The Damascus Document Scroll " Belial will be let loose against Israel, as God spoke through Isiah the prophet." The fragments also speak about three nets of Belial which are said to be fornication, wealth and pollution of the sanctuary. In this work, Belial is sometimes presented as the angel of divine punishment, and sometimes as a rebel, as Mastena is.

It is Belial who inspired the Egyptian sorcerers to oppose Moses and Aaron. The fragments also say that anyone who is ruled by the spirits of Belial and speaks of rebellion should be condemned as a necromancer and a wizard.

Belial is also mentioned in The Testament of Twelve Patriarchs where he is not a servant but God's opponent.  Simeon 5:3 says that fornication separates man from God and brings him near to Beliar. Levi tells his children to choose between the Law of God and the works of Beliar (Levi 19:1) It also states that when the soul is constantly disturbed, the Lord departs from it and Beliar rules over it. Naphtali (2:6, 3:1) contrasts the Law and will of God with the purposes of Beliar. Also, in 20:2, Joseph prophesies that when Israel leaves Egypt, they will be with God in light while Beliar will remain in darkness with the Egyptians. Finally, the Testament describes that when the Messiah comes, the angels will punish the spirits of deceit and Beliar (3:3) and that the Messiah will bind Beliar and give to his children the power to trample the evil spirits (18:12).

Belial being mentioned in Pseudomonarchia daemonum – Johann Wier (1583) (quoted)
Some said that the king Belial was created immediately after Lucifer, and therefore they think that he was father and seducer of them which fell being of the orders. For he fell first among the worthier and wiser sort, which went before Michael and other heavenly angels, which were lacking. Although Belial went before all them that were thrown down to the earth, yet he went not before them that tarried in heaven. This Belial is constrained by the divine venue, when he taketh sacrifices, gifts, and offerings, that he again may give unto the offerers true answers. But he tarrieth not one hour in the truth, except he is constrained by the divine power, as is said. He taketh the form of a beautiful angel, sitting in a fire chariot; he speaketh fair, he distributeth preferments of senatorship, and the favor of friends, and excellent familiars: he hath rule over eight legions, partly of the order of virtues, partly of angels; he is found in the form of an exorcist in the bsaie, that Salomon, being on a certeine daie seduced by the craft of a certeine woman, inclined himself to praise before the same idoll, onds of spirits. The exorcist must consider, that this Belial doth in everything assist his subjects. If he will not submit himself, let the bond of spirits be read: the spirits chain is sent for him, wherewith wise Salomon gathered them together with their legions in a brazen vessel, where were inclosed among all the legions seventy-two kings, of whom the chief was Bileth, the second was Belial, the third Asmoday, and above a thousand legions. Without a doubt (I must confess) I learned this of my maister Salomon, but he told me not why he gathered them together and shut them up so: but I believe it was for the pride of this Belial. Certeine necromancers doo  Belial by name: which is not credible. And therefore we must rather think (as it is said) that they were gathered together in that great brasen vessel for pride and arrogance, and thrown into a deep lake or hole in Babylon. For wise Salomon did accomplish his workes by the divine power, which never forsook him. And therefore we must think he worshipped not the image Belial; for then he could not have constrained the spirits by divine virtue: for this Belial, with three kings were in the lake. But the Babylonians wondering at the matter, supposed that they should find therein a great quantity of treasure, and therefore with one consent went down into the lake, and uncovered and brake the vessel, out of the which immediately flew the captain divels, and were delivered to their former and proper places. But this Belial entered into a certeine image, and there gave an answer to them that offered and sacrificed unto him: as Tocz. in his sentences reporteth, and the Babylonians did worship and sacrifice thereunto.

  Belial In Milton’s Paradise Lost
Belial came last; than whom a Spirit more lewd
Fell not from Heaven, or more gross to love,
Vice for itself. To him no temple stood
Or altar smoked; yet who more oft than he
In temples and at altars, when the priest
Turns atheist, as did Eli’s sons, who filled
With lust and violence the house of God?
In courts and palaces he also reigns,
And in luxurious cities, where the noise
Of riot ascends above their loftiest towers,
And injury and outrage; and, when night
Darkens the streets, then wander forth the sons
Of Belial, flown with insolence and wine.
Witness the streets of Sodom, and that night
In Gibeah, when the hospitable door
Exposed a matron, to avoid worse rape.
-Paradise Lost, i. 490-504

Belial is the King of Hell. What you need to know about Belial is that he is the one who distributes titles, he can destroy and reconcile everyone even the greatest enemies. He will manipulate everyone and he can get them to make you a favor, you can even get favors from your worst enemies. He can give you promotions in your job and help you to get ahead.

Belial is a high ranking demon, he stands directly below Lucifer. His powers are unmatched by most demons.

Many say that his planets are Sun, Jupiter or even Neptun, but I say his true planet is Earth since he is also known as "Ruller of this planet". His favorite colors are yellow, orange and red. His Tarot cards are "eight of cups" and "six of swords". His metals are neptunium, tin, and gold. His numbers are six and seven. Belial elements are fire and earth. His directions are North and South.
If you are thinking of invoking this demon, the best time would be during the night as he is a night demon. His animal is raven. Offers that he appreciates are blood and raw beef stakes, but you can also offer him alcohol. You can call him by chanting: Lirach Fasa Veta Wehi Belial.

Belial rules over 80 legions of demons. He is very powerful and you need to have clear intentions, no second guessing. He is straight on point since he is a very busy demon, and hates wasting time.

You should be careful when working with Belial. You should first call Lucifer before calling Belial since Belial is very powerful. Making a pact with Belial will allow you high positions, promotions, and control. What is the pact you make I don't know but be warned that some blood, alcohol or raw meat won't be enough, he is not that kind of a demon. He will not waste his time for some free drinks, coruption and suffering are guarantied.
